A study shows turnout among black voters in Wisconsin dropped about 19 percent between the presidential elections in 2012 and 2016.
That’s more than four times the national decline.
The report is by a liberal nonprofit group, the Center for American Progress.
Jay Heck of Common Cause thinks he knows why that happened. He says voter ID laws has suppressed voters.
The requirement was in effect during the 2016 presidential election.
Voter turnout for Hispanics and Asians also dropped almost six percent in 2016.
The turnout rate for those groups rose about two percent nationally.
