In response to a budget surplus, Gov Scott Walker worked with the Legislature to pass a Child Sales Tax Refund and Back-to-School Sales Tax Holiday. The stated goal is to give taxpayers some of their money back in time to help working families get ready for another school year. Democrats see it as an election year ploy.
