Cowles wants to change phosphorus rules

A lawmaker from northeast Wisconsin wants to take a different approach to removing phosphorus from waterways.

Sen. Rob Cowles says the EPA is trying to force communities, and some businesses, to upgrade their filtration systems, at a steep price tag. He says it would be better to let those water utilities and manufacturers contribute to a fund that would help farmers and others remove phosphorus, at the source.

Cowles sasy it would be more cost effective, and it would remove much more phosphorus from waterways.

Cowles introduced the bill this morning in Green Bay. He says water utility ratepayers would save money, if the proposal becomes law.
