Appleton to create mural policy

The city of Appleton won't enforce its rule against murals, while staffers put together a possible policy for them.

The city council agreed not to fine building owners, after a mural at Wilmar Chocolates raised some attention. The owners hired an artist to paint a boy and a girl, with a candy bar, on the side of their business on Wisconsin Avenue. The city later notified them that it was illegal.

Ald. Kyle Lobner says they want to make sure some protections are in place to guard against obsenities and other things that could be offensive.

City staff will develop a proposed policy, and Lobner says the plan commission could consider any changes in about a month.
