Appleton may use reserves for 4K's 1st year

Appleton plans to start a four-year-old kindergarten program next fall, and the school board could use money from the district's version of a "rainy day" fund to cover the cost of the first year.

Chief financial officer Don Hietpas says the business services committee decided to take up to $2.3 million from the district's fund balance. He says they may not need that much, depending funding levels in the next state budget.

Hietpas says it's difficult to start a new program, using money from the operating budget. He says he's comfortable with the move, because they've built up the fund balance in recent years. He says state funding won't fully kick in until the third year of 4K, so the district will have to support the first and second years.

The board voted unanimously in October, to start a 4K program, as long as administrators could come up with a way to pay for it.
