Fired because the sirens didn't sound?

There was a lot of activity over the weekend regarding the lack of tornado sirens in Outagamie County when that outbreak of twisters hit in the middle of the night.
There was a private meeting.
There was a policy review.
There will be another meeting Monday night.

Was POLICY followed?
They're saying it was not.

Why weren't the weather sirens sounded?
Is it the responsibility of the county and the sirens to warn people in their houses at one in the morning?

Should the Outagamie Co. emergency management director be fired over this?
