Assignment Fox Cities

    Outagamie county officials are developing a program to aid judges in making decisions
about children who are abused or neglected.  The program is called Court-Appointed
Special Advocates, or CASA.   Under the program CASA would function as a Guardian
Ad Litem, but as a volunteer lay person.   You'll find the story online at, under
