Feb. 1, 2010 Seventeen year olds would return to the juvenile court system under a state lawmaker's proposal.
Representative Fred Kessler says when juveniles are tried in adult court and sent to adult prisons they don't get the treatment that they need. He says they're more likely to re-offend.
The Milwaukee Democrat's plan calls for a two-year transition.
Kessler says prosecutors could still try to have juveniles waived into adult court for violent or other serious crimes. |
