The state Government Accountability Board is trying to find a way to comply with federal rules for mailing ballots to overseas voters. 

The government denied Wisconsin's request for a waiver last week, over concerns that ballots may not reach voters in time. GAB Director Kevin Kennedy says they need to go out 45 days before the election.

Wisconsin's primary is September 14 and it takes two weeks to certify the results before ballots are printed. Kennedy says staff is working with the Department of Justice to resolve the problem.

Kennedy says right now they're only focusing on how to get through the upcoming conflict with the November election. But he says long term changes may be needed, and that could include moving up the date of the primary.
