Sept. 3, 2010 A judge is dismissing the criminal case against a 28-year-old man charged with inappropriately touching and abducting a three-year-old Appleton boy.
After two psychologists ruled that Joseph Skenandore is incompetent to stand trial, and likely will never be competent, Outagamie County judge Nancy Krueger placed Skenandore under a civil commitment with the state department of health and family services.
Skenandore was charged with sexual assault of a child, kidnapping and child enticement for the incident in July on Appleton's northside.
Court records say Skenandore inappropriately touched the boy, outside of the boy's home, and then abducted him. Prosecutors say he took the boy to two parks, in hopes of having more sexual contact with the child. Police found them at one of the parks. |
