Calumet County's administrator says he's not happy about the state's new rules for building wind turbines. 

The issue used to be decided by local governments, and Jay Shambeau says the state shouldn't have taken that power away. 

He says the rules announced by the public service commission this week are weaker than the ones that the county had in place. 
Shambeau says wind farms in his county may now be inevitable.

Shambeau says the state's required setbacks for wind turbines aren't as far as the county's were, but he wouldn't say if he thinks that's a safety problem.

The public service commission was asked to create the statewide rules after some local governments tried to block wind farms from coming to their area.
