A developer wants to revamp an area of the flats in Appleton.

Randy Stadtmueller is proposing a major residential and commercial project on a site that includes the former Riverside paper mill. The "Eagle Flats" redevelopment would be along the navigational canal, between Olde Oneida and Lawe streets.

He says the first phase would include about 100 apartments and a few businesses. He says it would cost about $20 million, and he wants to break ground by late this fall.

Stadtmueller believes the plan complies with the city's long-term plan for that area.
