A spokesman for the Green Bay police department hopes a drop in tobacco sales to minors is a collective effort among businesses.
Capt. Kevin Warych says in their latest round of checks, only three of 67 places were caught selling to minors. He says the rate is down from almost 13 percent last year to about 4-1/2 percent.
