A developer wants to include a new library in downtown Appleton in a mixed-use development on the site of the Soldiers Square parking ramp.
The proposal and the city’s decision to pick it over a number of other ideas was one of the top local stories in 2018.
Mayor Tim Hanna says the plans from Commercial Horizons stood out. He says it had the least cost for the library, and created the most increment between the phases.
The library would be on three floors of the building. It would also have about 100 apartments and retail space. The developer is looking at putting a second building just south of the YMCA as well.
The city considered seven other potential projects in February.
