Despite record-low unemployment, fewer people are actually working in Oshkosh.
Chamber of Commerce President John Casper says his members are struggling to replace those leaving the workforce. He says there are about 300 less people in the workforce, meaning more people are retiring.
Casper adds that a chronic shortage of available workers threatens to derail what could otherwise be a very successful 2019 for Oshkosh businesses.
