A Republican lawmaker is re-introducing a proposal to make it a felony to sexually abuse animals.
Sen. Andre Jacque of De Pere introduced the same bill, during the previous legislative session. It’s in direct response to Sterling Rachwal, a northeast Wisconsin man accused of molesting horses for years.
The Assembly unanimously passed the bill, but it died in the Senate last year.
