State Attorney General Josh Kaul says he’s not going to launch a new investigation into the state’s troubled youth prison after a federal probe ended with no charges.
He believes federal authorities conducted a “full and thorough investigation into the facts.”
At the same time, the latest report from a court-ordered monitor at Lincoln Hills found that juveniles were still being strip-searched. Guards also continue to use pepper spray. There’s a standing court order to greatly reduce those tactics.
