Appleton could move some downtown properties into a different TIF district.
About 60 sites north of College Avenue are currently in District 3. That was declared a “distressed” TIF in 2011, after the value of Richmond Terrace fell. The city can’t offer TIF incentives in that district anymore.
Community Development Director Karen Harkness says they would shift them to District 11, to join other properties along College Avenue. She hopes they can add more property value to some under-utilized sites.
The city council is scheduled to vote on the change on Wednesday.
