UW System President Tommy Thompson wants campuses to be able to borrow money on their own.
Right now, the Legislature and the State Building Commission have to approve any borrowing.
Thompson thinks the UW should have more independence. His predecessor, Ray Cross, started the push.
Thompson says most state universities around the country can borrow money on their own.
