Plans to convert a former motel into transitional housing for the homeless in Oshkosh have fallen through. The Oshkosh Area Community Foundation was looking to work with COTS of Appleton to purchase the Cobblestone Motel on South Park Avenue and rent out the units to low-income tenants. But City Manager Mark Rohloff says a deal could not be worked out. Rohloff and the Oshkosh Common Council will work with COTS on finding another location in the city for transitional housing.
