OSHKOSH, Wis–An Oshkosh man that neglected foster children will spend a year in jail. Alan Small was convicted in Winnebago County Court on three reduced counts of Misdemeanor Child Neglect.
Small and his mother, Barbara Peterson, are accused of keeping foster children placed with them in their bedrooms for days on end and forcing them to use buckets to go to the bathroom. Peterson will stand trial on felony charges in August.
