GREEN BAY, Wis–A suspect in a Green Bay double murder had a restraining order against him–and cut off a required G-P-S monitoring bracelet in the moments after the alleged crime. Richard Sotka is charged in Brown County Court with Criminal Damage to Property and Bail Jumping.
Sotka was arrested in Arkansas Sunday afternoon, a few hours after two women were found dead in an Elkay Lane residence. The criminal complaint notes that Sotka’s GPS unit was detected at the murder scene at 2:35 Sunday morning, and then was disconnected twenty minutes later along Interstate 41 south of De Pere.
Investigators were able to track him to Arkansas using the on-board data system in his vehicle. Sotka has not been charged with the murders.
