OSHKOSH, Wis. — Criminal charges are filed against a Wisconsin Resource Center inmate accused of killing another inmate.
Jumal Lipscomb faces one count of First-Degree Intentional Homicide in Winnebago County Court.
According to the criminal complaint, Lipscomb attacked a 56-year-old man in the courtyard of the mental health facility in Oshkosh back on May 21. The victim died three weeks later.
Lipscomb faces life in prison if convicted.
