APPLETON, Wis. — Appleton police address an incident captured on video showing officers using force.
The video, which has been shared hundreds of times on social media, shows officers breaking up a fight between a woman identified as Talon Pack and another woman in the 400 block of W. College Avenue last Sunday morning.

At one point, an officer punches Tack in the head as the other officers work to take her into custody.
In a statement, APD says it reviewed the incident and determined that the officers “acted within the scope of their training, department policy, and state law.”

The Appleton Police Department is aware of a video and related post circulating on social media regarding a use-of-force incident involving our officers that occurred this past weekend. We understand that community members may have concerns when viewing such footage, and we take all matters involving the use of force with the utmost seriousness.
Like every use-of-force, this encounter was reviewed, including a review of officer-worn body camera footage, and the Appleton Police Department has determined the officers involved acted within the scope of their training, department policy, and state law.
This incident was one of many that officers responded to that evening, requiring a multiple officer response. The incident required a calibrated response to ensure the safety of the public, the individuals involved, and the officers on the scene. Furthermore, the review found that the officers exercised appropriate follow-through considerations, ensuring that the scene was stabilized and that all post-incident protocols, including offering medical evaluation and reporting, were handled professionally and promptly.
“We hold our officers to the highest standards of professional conduct,” said Chief Olson. “While social media clips often capture only a fraction of a complex interaction, our review confirms that the officers’ actions were a measured and necessary response to the circumstances they faced. We remain committed to transparency and maintaining the trust of the community we serve.”
