An analysis on police force in Appleton over the past ten years shows it’s rarely been used. Chief Todd Thomas says over that time officers haven’t used a baton or pepper spray–and only one person was bit by the K-9 unit. Thomas says the 10 year analysis is comprehensive and looks at the type of force and who it’s used on. He says it goes beyond race and also breaks down age, location, time of day, and which officers are involved. Thomas presented the report to the city’s Safety and Licensing Committee this afternoon.
