The rental inspection program in Oshkosh continues to struggle to gain traction. Inspections Director John Zarate (zuh-rah-tee) says they were given access to just ten apartments so far this year. Zarate adds that COVID-19 made people leery of allowing strangers into their units. The goal of the program was to inspect all apartments in the city every five years.
