MANITOWOC, Wis–Two people are arrested in connection with the death of a Manitowoc child. Catherine Carter, the child’s mother, and Lavell Nance, a man who lived at Carter’s home, were arrested Thursday on drug charges.

Police received a report on October 6th that a deceased three-year-old had been taken to a local health care facility. The cause of the child’s death remains under investigation.
