Green Bay homicide victims identifed

GREEN BAY, WI — Green Bay Police release the name of two women involved in an alleged double murder. Rhonda Cegelski of Green Bay and Paula O’Connor of Bellevue were found dead in an Elkay Lane home last Sunday. Richard Sotka the Second was arrested in Arkansas later that same day and is charged with two counts of First Degree Intentional Homicide. He is awaiting extradition back to Wisconsin.
