$2-million bond set for Green Bay double murder suspect

GREEN BAY, WI — Bond is set at two million dollars cash for a suspect in a Green Bay double murder. Richard Sotka makes his initial appearance in Brown County Court on two counts of First Degree Intentional Homicide. Sotka is accused of stabbing Rhonda Cegelski and Paula O’Connor to death in an Elkay Lane duplex back on January 29th. He was arrested in Arkansas a day later–and was extradited back to Green Bay over the weekend. He will return to court February 22 for a preliminary hearing. If convicted, Sotka would face life in prison.
