OSHKOSH, Wis. — Winnebago County will spend nearly $1 million to upgrade its 911 communications system.
AT&T will be installing new software in the dispatch center that will help operators translate voice-to-text messages and record calls.
The county will use a $500,000 federal grant to cover more than half the $960,000 price tag.
