The state’s case to keep the so-called “Halloween Killer” behind bars will stay in Fond du Lac County.
A state appeals court made that ruling against 69-year-old Gerald Turner. He was convicted of the 1975 murder and sexual assault of nine-year-old Lisa Ann French.
After Turner spent more than 20 years in prison, he was released in 1998. Turner was living in Milwaukee and Madison, before he was sent back to prison in 2002 for possessing child pornography.
The state is arguing Turner is a sexually violent person, and he should stay in prison.
