The estate of a man shot and killed at the Brown County jail is filing a federal lawsuit.
Twenty-six-year-old Jonathan Tubby was arrested on a warrant last October. His estate believes his constitutional rights were violated.
The estate claims Tubby was shot multiple times, while he was handcuffed and unarmed. He was in a secure entryway area.
