A spat between two state agencies is delaying a modernization project at the Oshkosh water filtration plant.
City manager Mark Rohloff says the DNR has ordered them to get rid of a clear-well system but the public service commission won’t let them raise rates to cover the cost. The city has a clear-well system that no longer meets DNR standards and is over a century old.
Funding for the clear-well replacement project is in the 2019 Oshkosh city budget.
