Local leaders are talking more about the dark store loophole now that the governor says he’s going to address the issue in his upcoming budget.
Leaders believe it’s costing taxpayers hundreds of thousands of dollars. The loophole allows big box stores to be assessed based on the value of a closed store.
Grand Chute refunded more than $600,000 between 2013 and 2017. This was split almost equally among Sears, Macy’s and Fleet Farm. Grand Chute Town Chairman Dave Schowalter says the town has pending lawsuits with Walmart and Sam’s Club.
Appleton Mayor Tim Hanna says the dark store loophole already cost the city about $300,000 in legal fees and more than $800,000 in property tax refunds given to Walgreens, CVS Pharmacy, Target and Kentucky Fried Chicken.
Oshkosh Mayor Steve Cummings says the city gave back about $300,000 to Walgreens and more than $100,000 to Lowe’s in order to settle property tax lawsuits.
