School districts are seeing the amount of state and federal money to support special education dwindle.
Wisconsin Policy Forum Researcher Anne Chapman says districts in the state are taking about $1 billion from general education funding, for special education programs.
In the 1970s, Chapman says the federal and state governments were covering about 70 percent of the costs. For this year, she estimates the state and federal share is less than 25 percent.
