A 35-year-old man and his 60-year-old mother from Oshkosh are accused of mistreating three foster children.
Prosecutors say three 15-year-old boys were forced to stay in their bedrooms, and they had to use buckets when they went to the bathroom. They say two of the boys had alarms on their doors, and the other teen’s door would be locked from the outside.
Alan Small and Barbara Peterson are facing three counts of child neglect. They lived in a home on W. 11th Avenue on the city’s south side.
Court records say police checked on the home last December. They say the thermostat was set at 57 degrees, and officers found the alarms, outside lock, and buckets.
Small was a licensed foster parent in Brown County.
Small and Peterson are expected to be in court on March 25th.
