A licensed foster parent and his 60-year-old mother from Oshkosh made their first court appearances on child neglect charges.
35-year-old Alan Small and Barbara Peterson are accused of forcing three 15-year-old foster children to stay in their rooms. Winnebago County prosecutors say two of the boys had alarms on their doors and there was a lock on the outside of the other teen’s door. They say the boys also had buckets in their rooms for when they had to go to the bathroom.
Small and Peterson are free on $1,000 signature bonds.
