A licensed foster parent and his 60-year-old mother from Oshkosh are facing a trial in a child neglect case.
Winnebago County prosecutors accuse 35-year-old Alan Small and Barbara Peterson of forcing three 15-year-old foster children to stay in their rooms. They were in court yesterday for a preliminary hearing on three felony child neglect charges.
Prosecutors say two of the boys had alarms on their doors and there was a lock on the outside of the other teen’s door. The boys also told police they had buckets in their rooms for when they had to go to the bathroom.
Small had a foster parent license in Brown County. The two were charged after police went to the house on West 11th Avenue on the south side last December.
