A Republican from De Pere believes there’s a better chance for a vote on a proposal to make it a felony to have sexual contact with an animal.
Sen. Andre Jacque pushed for the bill last year, but Senate leaders didn’t schedule a vote. Jacque says Senate Majority Leader Scott Fitzgerald is comfortable with getting it done, and there’s still a lot of strong support for the change.
Jacque introduced the bill because of the case of a northeast Wisconsin man. Sterling Rachwal has faced a number of charges for molesting horses over the past two decades.
The crime is currently only a misdemeanor, and critics want to have stronger penalties in place.
