A licensed foster parent and his mother are pleading not guilty in an Oshkosh child neglect case.
Thirty-five-year-old Alan Small and 60-year-old Barbara Peterson are charged with keeping three 15-year-old foster children in their rooms.
Prosecutors say there were alarms on the doors for two of the boys, and a lock on the outside of the other teen’s door. They say the boys all had buckets in their rooms to use, when they had to go to the bathroom.
Police went to the house on W. 11th Avenue, on the south side, last December.
Small and Peterson were charged with three felony counts of child neglect in February. Small’s foster parent license was from Brown County.
