The UW System regents want staff to start putting together a formal policy to punish students if they disrupt the free speech rights of others.
The board adopted the Republican-backed plan in 2017. Students who are disruptive twice would be suspended for at least a semester.
The proposal hasn’t taken effect because the official rules haven’t been updated yet.
Governor Evers would have to sign off on the final language, and his spokeswoman says he won’t do it. He was the only member to vote against the policy when he was on the board in 2017.
