There are only 10 more states in the country with a larger number of local governments and school districts than Wisconsin.
The Wisconsin Policy Forum found nearly 3,100 of them, including counties, cities, and towns.
Researcher Jason Stein says the number of school districts is down from about 1,000 to 400. He also learned there was an increase in special districts in the 1990s, like sanitary districts and the Miller Park Stadium district.
Stein says other Midwest states also have a higher number of local governments than other parts of the U.S.
