APPLETON, Wis–The Appleton Police Department believes a puppy found by a garbage dumpster was abandoned by its owner. According to a department Facebook post, a citizen discovered the dog recently and called police.
The puppy was turned over the Fox Valley Humane Association. The department reminds people that there are legal and safer ways to surrender pets than just dumping them.
