A federal lawsuit claims Fox Valley Metro Police officers shot an unarmed man as he tried to surrender to them. The father of Eduard Lopez says in the suit filed last week that his son had his hands up and was walking toward officers in a parking lot after a high speed chase when he was shot and killed. Official reports of the incident on September 3rd of 2019 claim Lopez was shot while driving his vehicle at officers in a roundabout along Highway 55–before driving into the lot and succumbing to his gunshot wounds. The incident was not captured on any squad car or officer body cameras. Outagamie County District Attorney Melinda Tempelis cleared the officers of any wrongdoing following an investigation by the state Department of Justice.
