APPLETON, Wis–A Wisconsin Rapids man that abducted and raped a teenager from the Fox River Mall in 2000 reaches a plea deal with prosecutors. John Carter is convicted in Outagamie County Court on charges of First Degree Sexual Assault and Kidnapping.
Carter pulled a gun on the 16-year old girl in the parking lot of the mall, drove her to a nearby location, and assaulted her in February of 2000.
He was not charged until 2021, when his D-N-A was matched to the crime. Carter faces up to 120-years in prison when sentenced on July 18th.
