A Green Bay woman is accused of killing dogs. Pamela Sue McNeill is facing two count of Felony Mistreatment of Animals and two counts of Felony Bail Jumping in Brown County Court. According to the criminal complaint, a parks department worker for the village of Howard noticed McNeill acting suspiciously in a park and ride lot. A dead dog was later found hanging from a tree. McNeill was arrested a short time later eating food that she did not pay for at a nearby Kwik Trip. She reportedly told investigators that she had killed another dog in that same area–and that animal was also found hanging from another tree. The charges carry a maximum sentence of 17-years in prison.
