OSHKOSH, Wis–Budget and state filing errors cost two Winnebago County administrators their jobs. County Executive Gordon Hintz says the tax levy filing with the state Department of Revenue for 2026 was more than what the County Board approved for the year………………
Hintz’s office also found that budget amendments that were to be funded with money from the county’s un-designated fund balance were instead taken from unrelated departments and from the levy collected for the Health Department……
Hintz says the misuse of Health Department funding created a tax imbalance across the county……….
Director of Finance Paul Kaiser and Director of Administration Jamie Rouch submitted their resignations last month after the discrepancies were discovered. Hintz says changes will be made in the way budgets are administered going forward………..
Hintz adds that the errors are not criminal in behavior, will be corrected through budget amendments this week, and will not affect the county’s levy limit for next year.
